Gholam Reza Shams Nouraei

Shams Nouraei serves as Mahan’s head of “herasat” (Intelligence Ministry branches established in every civilian organization and university in the country, tasked with identifying potential security threats. Herasat officials reportedly surveil employees, act as informants, and influence hiring and firing practices). Shams Nouraei was appointed as the new head of the Mahan Air Herasat at the beginning of the pandemic after some Mahan flight crew went to the press about being forced to travel to China during the early weeks of the COVID-19 crisis. It is widely believed that the airline trips to China and lax quarantine measures led to the spread of the virus among Mahan employees and their families. As his first order of business, Shams Nouraei added a confidentiality clause to the contracts of all Mahan employees to prevent them from talking to the press. Shams Nouraei is also a member of the board of Omran Mehr Shahdad, which is an MMC subsidiary. Omran Mehr Shahdad is another multipurpose company that trains pilots, buys and sells airplanes, helicopters, and gliders, staffs airports, and rents airplanes in addition to being involved in unrelated activities such as “agriculture, production, trade, import-export, tourism, livestock, construction and road and runway construction.” He is also the board chairman of Botia-Mahan Aviation College and the CEO of Malak Avin Investment, which states its business fields as “any and all permissible trade activities, import-export, investment in other companies through partnership, acquisition or stocks, participation in economic domestic and international projects . . . customs services, management consulting . . . and attracting foreign investment.” Mahan CFO Reza Namakshenas is the board chairman of Malak Avin Investment.

Farbod Komaei

Abnieh Gostar Karafarin

Karim Eqbal Behbahani

Alternate inspector of Tamadon Azad Pars who has been an inspector in over 125 companies in fields including industrial, petrochemical, marine services, and agriculture.

Alireza Hashemi Behramani

Son of Mohsen Hashemi who has been in Switzerland since at least 2015 and is currently conducting thesis research at the University of Geneva, according to its website. Alireza and his father have two companies registered in France: Rubis D’Evian (real estate) and Rubis De Maxilly (construction and real estate). Alireza and his uncle Yaser founded another company in France in 2017, SCCV Rubis.

Alireza was the board chairman of a company called Arvin Sazan Sadid in 2007, which according to its articles of incorporation was a construction contractor with activities ranging from building bridges, tunnels, and dams to street asphalt repairs, restoration of buildings and green spaces, piping (water, sewage, gas), import-export, and other trade activities. His fellow board members are the Jannatian family, who own the Omran Sarir International Co.

Mahmoud Jannatian

The patriarch of the Jannatian family and former deputy head of the Atomic Energy Organization of Iran (AEOI); he was placed on the EU sanctions list in 2008 and removed in 2015. Jannatian allegedly oversaw the construction of the Bushehr nuclear power plant.

Arvin Sazan Sadid

According to its articles of incorporation, this company was a construction contractor with activities ranging from building bridges, tunnels, and dams to street asphalt repairs, restoration of buildings and green spaces, piping (water, sewage, gas), import-export, and other trade activities.

Habil Darvishi

Board chairman of Tehran Urban and Suburban Railway Operation who was also CEO of the Tehran Metro Company. Darvishi went on to become the CEO of Mofid Economic Group (EIKO) and then the CEO of the Police Co-operative Foundation.

Jafar Rabiei

Board member of Tehran Urban and Suburban Railway Operation (TUSRO) who also has ties to companies like Rasaneh Mehr Vatan (BTS), Kowsar Markazi Credit Institute (BTB), Ezam Management and Operation Co. (Ezam Group, Abbas Iravani3), and Parsian Oil and Gas Development (Ghadir Investment, Armed Forces).

Rabiei is the CEO of the US Treasury–sanctioned Persian Gulf Petrochemical Industries Co (PGPIC) and deputy of projects and planning for the Defense Industries Organization (Armed Forces). He had a stint at the Expediency Council, and there were rumors that he was a contender for oil minister in Ebrahim Raisi’s administration.
